The Constitution is not a being. It is not a force of nature. It is a tool—an instrument embedded between two actual forces: the People and the Government. And like any instrument placed between forces, its role changes when the forces change. My central claim is simple and disturbing: The American system has undergone a long inversion. The Government began in a defensive position and has gradually moved to the offensive. The People began in an offensive position and have gradually moved to the defensive. The Second Amendment examined here is not unique. It is simply the clearest example.
