For generations, institutions responsible for security—whether military installations, energy facilities, financial systems, or government centers—have relied on structured tabletop and desktop exercises to prepare for adversarial threats. These exercises were built around a common assumption: the adversary was human, external, and constrained by physical movement. Intruders crossed boundaries, triggered alarms, and moved through space. Response teams detected, assessed, and physically intercepted. Recognition and escalation unfolded within the tempo of human cognition. Artificial intelligence alters that environment fundamentally. When AI systems become deeply embedded within critical infrastructure, the adversary may no longer approach from outside.
